Right now when you use Q as xin zhao the animation is too slow (similiar to the Nasus Q bug) but this bug is all the time every time you use Q
Go hot fix or disable the champion because right now he is a trap to play

Yep I can confirm this as well. If I use Q then W, his first hit will hit but the delay between that one and the next one is the same as if he did not have W active, all the rest are at the increased attack speed. Seems that if I activate W first then Q it doesn't happen. Looks like it is keeping the attack speed you had when you pressed Q for the first hit and all others use the higher speed.
I notice this when I started attacking wolves in my last game then I am dropped to 10% after clearing only blue jungle... What the fuck?
Honestly, Xin is broken right now with Guinsoo, I'd prefer he was bugged and disabled
