My client completely broke down, i re-installed 4 times, nothing works..

I can't play anymore.

When I walk, it stutters so hard, i see my champion walk the same step 4 times. I have a strong gaming computer, until today I never had problems. Yesterday I played all smooth. Always run the game highest settings. Always with 200+ FPS and 16-18 ping.

I have uninstalled and re-installed the client 4 times, I tried full repair several times. Restart entire pc. Put all settings to default, put settings to lowest possible, turn all extra things off, turn sound off, nothing works.

I cleaned my entire pc. Everything is up to date I checked it. I have windows defender, no other anti virus or applications running.

What can I do?
