Game constantly freezing with stuttering black lines rapidly moving up and down.

So i'm not sure if this is a bug or just a visual problem so that's why i'm posting this here.

After i went ahead and updated my Nvidia drivers after forgetting about them for a while i went to play a game of league thinking it was a good day to, but boy was i wrong. As soon as i got into the game it immediately froze and there were stuttering black lines rapidly moving up and down the screen, it basically caused my screen to show only one absolutely jittery image.

But here's the kicker, i could still do anything i wanted in game. I could chat, open menus, walk around, buy stuff, and just about anything else. All the audio of the game still played and the sound was perfectly normal. I was forced to leave at least two or three times just to try and fix it and even then it barely ever fixed it.

I would really love a red response to this to let me know if it's just my visuals or not, because this is the first time i've ever seen this happen to anyone.
