[BUGGY] New Client always has 100% character phrase volume

Even if you put all your sound to 15%, you'll still have Khazix, loud as ever, going 'THEY FEAR MEEEEEEEEE' when you ban him. I dunno about picking, but it's very likely the same.

EDIT: Also has max volume no matter what on the skill testing on champions.
