[Client][New Champ Select] Summoner spell selection appears behind enemy ban icons

Description The selection window for the summoner spell assigned to F appears behind the indicator for which enemy team members are banning when they overlap.

Steps to Reproduce Join a new champ select and click your F summoner spell. See attached image for result.

Reproduction rate 100% over 15 trials. Yea this is just a silly visual bug, but its a little jarring.
