[GAMEPLAY] Rengar E Scuttle bug

I've noticed that if I use my unempowered E as Rengar on the Scuttle Crab, it slows as normal and then speeds up as if to catch up to where it should be.

To emulate:

1. Enter custom game as Rengar
2. Use unempowered E on Scuttle Crab
3. Watch as it slows, then speeds up past normal MS
