it is more like it gives you 10% of your current cdr, so i get 22% 33% 44%.

You sure you didn't have CDR per level runes on and was seeing it increase due to that?

I have to double check that, I have one rune page with scaling cdr, but I wasn't suppsoed to be using that when i noticed the issue. Maybe picked the wrong page at champ select.

Then it would stay at 2 or 3, I did notice it increasing though.
