Your apprehend hit her, then her hooks landed. Her hooks landing is a "pull her towards the wall". If you had apprehended about a half second later, when she was pulling towards the wall, you would have stopped her dash, but she wasn't dashing when you apprehended her.

Doesn't change my point that this shouldn't be allowed

Well, it isn't really a bug. It's more akin to how Ezreal/Tristana interact with things like Blitzcank hook and Thresh hook. Whether or not it should be allowed is a different thing.

Nautilus hook does the exact same thing, if you try to displace him before his hook lands on a wall, the hook will pull him anyway.
