[GAMEPLAY] Ability (QWER) keystrokes eaten and ignored, while Summoner Spells (DF) keystrokes work.

Type of Bug: Gameplay, Key Stroke Bug

Description: Occasionally, for a few seconds, all Ability key inputs (QWER) will be eaten and do nothing, as if silenced. However, Summoners Spells (DF) still function correctly.

Steps to reproduce: Example from my game. I was playing Vel'Koz, getting ganked. I could not cast my abilities to save myself, and as such was forced to Barrier and Flash to get away. I still died, and then I was able to cast abilities after I had respawned.

Reproduction rate: 1%, experience this in 2 games so far.
