[Gameplay] Azir's Q doesn't show cooldown timer

I cannot consistently replicate this yet, but will continue to try. However, this has happened several times within very short time periods (four or five per game) which means I'm close, and it's a standard combination of his abilities.

~~ My steps I thought to reproduce the bug were casting a soldier, then E to it into an enemy champion (I think), and then Q immediately while you are travelling to the soldier. ~~

It seems the real problem lies in casting Q immediately after creating a soldier with W, and I've gotten this problem more consistently around enemy minions or champions. This puts Q on cooldown without a cooldown timer, which is rather annoying as we cannot know when the ability is ready to use. https://www.youtube.com/watch?v=Wp_aUnmlgqo

I can confirm I've experienced this bug a couple of times, but also don't know how to reproduce it exactly.

Ive had the same issue which almost killed me a few times. It happens when you try to quickslow someone by summoning and immediately directing it with Q.
