[GAMEPLAY] Soraka's E's refresh rate is too low and allows sil. units to cast spells in edge cases

Soraka's E, Equinox, silences people who are over it. Detail: it doesn't check for units often enough, so you always have a split second to cast mobility spells and escape the zone, in particular if you just left Zhonya's, Bard's ult, TP, TF ult, TK ult, Panth ult or other particular states. Reproduction:

• Pick Soraka and any champion with a dash/blink (even just summoner Flash) or any flashy and noticeable ability.
• Have Soraka silence that champion. Expected result: no abilities can be activated by the target. Observed result: the target can sometimes use abilities if they mash buttons fast enough. The chance of using abilities is highest when leaving an invulnerability state or "teleporting" on top of the zone, and lower if the zone is placed directly underneath or is entered through normal champion movement.
