Lock In timer not giving full duration

Not sure if this is just a problem with my client or my network, but thought I should draw attention to it in case it's a bug.

I've loaded into champ select for a few ranked games where I'll go to lock in with about 5 seconds to spare and suddenly I'll be back at the "Assemble your Party" screen with a queue dodge timer. Similarly, in ARAM games, I will not have the full duration of time to change runes and masteries - with about 5 seconds left on the clock it will leave champ select and go into the game proper.

The most recent example was a ranked game in which my entire team was AD, and while I was intending to play Leona, I offered to go a more AP heavy support. After a bit of discussion, the team requested I go Brand, which I did as soon as the "10 seconds left" ticking noise in the background. I name searched, then clicked his icon, and went to hit the Lock In button (again, with the timer read 5 seconds) when suddenly I was out of champ select as if another player had dodged or failed to lock in.

Basically, it seems as if the game is ahead of my client a few seconds when it comes to champion select. For the most part this isn't that big of an issue, but it does mean that if I need to make last minute champ decisions with my team via the text chat, I run the risk of unintentionally dodging. It could just as easily be an error on my network's side (bad ping during champ select, etc) but I don't know for certain. I can pretty consistently play games at about 95-100ms ping, so I wouldn't think it there would be that much of a difference before hand, but I'm open to suggestions.
