EDIT: I uninstalled a folder (Go to C:\Riot Games\League of Legends\RADS\solutions\lol_game_client_sln\releases) called something like 0.019
Deleted it and restart your computer, worked for me.

exact same issue...even went so far as to completely uninstall the game and clean registry and re-install...still have the same issue :/ had it before a whole bunch and nothing ever gets said about it.
i remember once like, a year or more ago, riot had mentioned that it would be fixed in a patch but that patch came and went and did nothing for the problem. i'm pretty sure it has something to do with it using adobe air but i can't say for sure.
honestly it could be anything...riot doesn't say a word about it so we'll never know
i say that because i didn't do what your edit mentioned but instead just updated adobe air, and it works now. go figure lol
