Spectator Mode Bug? Not able to see extended champion stats by pressing C

When I'm playing a game, I can press C to see extended stats like CDR, Magic Pen/Armor Pen, lifesteal, crit chance, etc. However, while I'm spectating, if I select one of the players, and I press C it should bring up the same extended stats. I remember it doing so before; however, lately, it isn't.

I know it doesn't seem like the biggest issue in the world, but I watch games to learn myself, and seeing how much players run of these nuanced stats really helps.

Attached is a picture from the lolwiki showing what each key does while spectating. Everything is correct on it. It was all I could find that addressed this issue of bringing up the extended stats for a champion while spectating.
