Soraka with Warmog bug?

I got soraka in aram and had enough hp items that I decided to build it. It was healing even though I was W-ing team mates. Doesn't it go on cooldown, because it considered you taking damage? any harass to my team mates took I could just sit in the back and spam heal. Lost cause of sheer burst being to strong. You aren't being dealt damage to use Q, you are sacrificing/spending it. There is indeed a difference. Otherwise building resistance would reduce the cost.
