Tier 1 Ruins can't be selected to fuse. However, Quintessences can.

TIer 1 ruins don't appear on the select screen for fusing ruins. However, tier 1 quintessences are. Here I have an example of my windows showing tier 2 runes as well, but in the ruin fusing window, only tier 2 shows up. (and the quintessences.)
