Tooltip Kennen Fixes

Not so much a bug here, but decimals should be read as something like "0.5" and not ".5" for example. Currently, Kennen's ultimate reads decimals without the zero to the left of the decimal point which is hard to read at quick glances since a period is not the most stand out point on its own. Not like we are prescribing medicine to people where 5mm and 0.5mm is kind of a big deal between over dosing and killing someone and saving a man's life, but overall it is still something that should always be considered when writing in decimal form with putting a zero before the period for clarity purposes entirely.
