ive notice this quite a few times, as the ult animation is about to finsh and he just inches from the ground hes able to q or flash, i'm not sure if its intended but it doesn't seem like it. unless its me and they have better latency

It's intended. He hits the ground before the target does, therefore stopping the animation for yas before the animation stops for his target.

Intended. He's not stunned/knocked up for the duration like his target is, so while his opponent is knocked up for the entire duration, as soon as the animation ends for HIM, he's able to GTFO or go in for a last hit. Think of it as him letting you fall on your face or go anime-style and you land on his sword.
