3000+ Ping in game? HELP

My brother and I were just playing a game of norms. About halfway through I get this 1500-4000 ping spike in game and it stayed there for a few minutes then it went back to around 50-150. Then for the rest of the game I had this constant slight delay whenever I walked up to a minion or champion... and idk what this it.

My brother and I were on the SAME WIFI during this game and he didnt lag at all. Is there something wrong with the client?

so you are both on wifi two different computers splitting the bandwidth one of you lag and one of you dont and you think its the server? if it was the server where you are both in the same game wouldnt all the players be effective?
