J4 has no passive right now
Tested it on both minions and champs in ARAM. Neither get bonus damage from the first basic attack.
He also doesn't even move for most of his basic attacks.

I just had a J4 on my team in ranked, and it seemed like he was working fine. He had the normal first attack animation. Not sure why it's being different unless it's an interaction with another champ, item, or something.
