I was fizz in one for all, I bought CDR boots while I was dead, then refunded, then i respawned I bought them again, but then suddenly I lost 15% CDR when i rebought them, so I sold them and gained the 15% CDR (So it assumed I was buying them rather than selling or something) and it wasn't a text bug, my CDR was really changing. So I bought Sorc boots and I still had the 15% CDR advantage from lucidity boots, which I did not have.
I have seen the numbers stay the same after selling/buying an item....but usually a min or so after, I check again and the numbers are where they should be. I am wondering if it actually gives you the CDR when it lists it still OR if it just hasn't updated your champ stats yet? Any thoughts? HAs anyone else experienced the same issue?

I tried testing it out in custom (no time for a full game)
The CDR itself (not just the text) takes a good 3-4 seconds to change after selling/refunding the boots, at least to me
I don't really have time to test it in depth yet but so far it seems to be working as intended
Anyone that has the opportunity to play Fizz in one for all should try it out
It's a very common display bug.
Your CDR is correct and it just takes a little while for the text on the HUD to update.
