If your jungler is disconnected during the start of the match

and then reconnects, sometimes the timer for smite will be off, and they'll have 2 smites by 1 minute and 50 instead of 1 smite charge. Obviously not intended, but I think such a change would be good for the game.

I thought you were going to say "don't tell the opponents in All Chat, because you can pretend he's just farming hard".

And concerning the actual post; That you only have 1 charge at the start is to slow down your jungling a little so that the lanes aren't getting ganked at 2:50 or so after a full clear.
