Varus E bugged

##"The area desecrates the ground for 4 seconds, slowing all enemies standing in it and applying Grievous Wounds ."

Varus'es Hail of Arrows [E] is suppose to apply Grevious Wounds for 4 seconds, yet after some gameplay, I notice that it either applies it to one second or sometimes not at all...
