[GAMEPLAY] Banish Veil Pulsing

Whenever I see the item banish veil being used by anyone in a game, instead of the normal solid state I see the item pulsing on and off. Checking the timing of the item, I'm able to see it is up but it will pulse making it look like they don't have banishes up when in fact they do. I've seen this in several games and my friend has also witnessed this.

So far I'm unaware of what causes the item to have this effect and I've heard other not having this issue. However, I'm positive that this has happened every game I've seen banish veil in and my friend can also confirm this.
