PBE Shop

The PBE has a thing saying that the shop is bugged and we can't buy anything right now, but that's not my question. I have 2 things:

First off, I just got the PBE account today after the signups went live, and PBE accounts are supposed to be gifted a large amount of Riot Points and everything costs 1 RP (because Riot WANTS you to have everything on the PBE so you can test everything and find bugs), and so far mine hasn't showed up yet. Now, it is still patching, so I'm just wondering: will the RP show up when the PBE finishes patching, or is it part of the shop bug, or is it a bug that isn't being reported on by Riot right now?
