Anyone have any clue the source of this bug?

Literally no turrets spawn and apparently both Nexus's are immune to everything including a surrender vote lol. I saw this before, but this is the first time I have seen it recently. No this isn't me playing, but if this video is recent (it could be an old video just uploaded late) there may be something Riot fucked up again.
