Spawn Rate Warwick
Up until stage 4-2, despite many rerolls, I had not seen a single warwick in any of my queues. Not only that, but not a single other player had drafted a single warwick up to that point.

That's frustrating, but not too unusual. Without any champs being bought, there's a <8% chance of a Tier 1 champ being any specific one (same odds for Tier 2 and Tier 3 champs, as there are 13 per tier). By level 6, you have a <25% chance to even get a Tier 1 champ, which is why it's often hard to finish off those Tier 1 upgrades later in the game.
In the early game, it should be fairly easy to get any Tier 1 champ after a few rerolls, but there are enough of them that it's common to not see one or two of them before you've leveled to the point that they become scarce just by tier.
Stuff like this is going to become more common as they add more champions to the pool unless they either change the shop mechanics or introduce a rotating current champion pool to the game. That would mean certain champions are disabled for an entire patch to prevent increasing champion rarity at all tiers. Since every champ is tied to 2-3 set buffs, that's going to take some thought before they just randomly yank them.
