Runes in champ select do not allow me to customize them.

I click on the 'pencil' next to my preset runes to customize them for a match after selecting my champion in champ select and the UI does not pop up. All that pops up is the border for the runes page with the big 'X' in the top right with the center of that window completely missing.

This is a fundamentally game-breaking bug. If I can't change my runes before each match, I am putting myself and my team at a disadvantage. So far it has only happened to me once.
