Gangplank moving in slow motion at the start of the fights!

For some reason, moves very slowly at the start of each round, even though there are no Assassins anywhere (patch 9.15: Non-Assassin champ movement is slowed for the start of combat).

Does anyone else have this same issue?

I keep seeing this too. Only happens to GP that I've observed.
