Ranger's Buff: Bugges or Incorrectly descripted

Ranger's Buff is either bugged or has incorrect description.

Ranger level 2 is: Rangers have a 25% Chance Double Attack Speed

• Most rounds it takes 10+ AA's for the effect to occur.
• From what I see it doesn't actually double attack speed, but just adds the base speed to the total.

Both of those are true, so either Ranger's is bugged or incorrectly described.
