Tp has a couple of benefits: You can split push whenever u have tp ready to cast, thus allowing your team to pressure more objectives on the map. In general, tp allows you to make alot of plays around the map and good tp plays can win teamfights and allow your team to get more objectives. If you have a tough lane at top, tp allows you to get back into lane quicker, thus you won't miss out on alot of cs.

Ignite is picked for more kill potential in lane. Generally, you pick ignite to get more kills and potential snowball your lane. If you take ignite and the enemy has tp, you are expected to dominate laning phase.

If you play an early game champ against a late game champ you might want ignite to help you put them behind.

TP requires good teamwork and map awareness to use properly. only take it if you're confident in your ability to use it beyond getting back to lane after recalling.

ignite is great for winning lane phase. if you aren't using TP to go bot and secure dragons, force 3v2s, prevent tower dives, etc. then you may as well have ignite.

In almost every situation you should have TP top lane. Certain champs benefit from a different combo, or may do better vs certain champs. For example, if I'm Darius top vs Riven/Gnar/Jax/Nasus, I'll take Exhaust /Ignite. This allows me to either prevent the enemy top from getting ahead and snowballing, or it gives me the tools to shut them down. Exhaust, Darius in kit slow and grab, bleed, ignite, ect. I can help stop an enemy fed Riven or Xin from crushing us. If I feel it's a more even match, I'll take TP/Flash.

Flash on champs without an escape is very useful. Darius is such a bully he really doesn't even wanna pick a fight he won't win. Thus a good Darius won't really need to back out of any fight he picks. But then there are ganks and vision and the unexpected. Flash is like this HUGE GIGANTIC pardon, it's like a big "Oh you made a mistake that's ok we forgive you here be over here instead" It gives Darius what he doesn't have before, and watching a near dead Darius dissapear over a wall after getting a triple kill on your team really blows your morale.

Exhaust helps you balance the game. Ignite lets you snowball and get ahead. TP is too useful to not use. Flash is for champs with no reliable escape. Ghost is for like, Nasus, and maybe Garen (TP/Ghost) To be honest unless you're playing ranked experiment and use what you enjoy.

Depends on who I'm playing. If I'm playing an aggressive champ like Mordekaiser where I'm looking for kills in lane, I take Ignite. If I'm using a more passive champ like Nasus , where I'm looking to farm rather than engage my opponent, Teleport.

Basically, the way it works best is if you take ignite when you have high kill potential or need to shutdown someone with high amounts of sustain. Whereas TP is best taken when you are planning to either roam or lane heavily.
