Boots on TF?

I never know if I should take CDR boots or Magic pen boots with TF? Any advice?

Almost always Ionians. The early CDR makes his ult a lot more valuable in the early-midgame when it's most important.

TF is more about forcing 2v1 and 3v2s than he is about damage output in the early game. You take sorcs to win fair fights due to them being really efficient versus low magic resist values which are prevalent early game. TF doesn't take fair fights.

Ionians scale considerably better into the late game and since TF won't be going for solo kills the sorcs aren't too useful for the reasons you would buy them.

CDR especially since tf is garbage with the common cdr items (item 3165 item 3174 ).

Altough u can go with pen bots and get cdr glyphs that is a raelly good alternative as well.

I always see the CDR boots on TF, the real question is whether you take Scaling CDR Glyphs, or buy Morellonomicon/Athene's

Taking scaling CDR glyphs + morellos gives you about -33% cdr by the time you're level 16 or so, and since the max cdr is -40%, you almost never need blue buff late game or cdr boots. Having CDR glyphs saves you an item slot for magic pen boots and can give for more damage in game. His cooldowns are fairly short, so you can take advantage of that by spamming your Q all the time and dealing tons of damage with magic pen
