How to go Kat vs. Garen?

Ummmm... so which one are you playing?

If you mean Garen vs. Kat, Q is your friend. Be the Kat killer on your team. Watch for her to jump in on a friendly squishy. Maybe charge up W first, then quickly go in for the Q and then E. She might E away, but she doesn't have a lot of health so you can kill her quickly.

If you mean Kat vs. Garen, you're probably not going to be able to kill him if he's at full health and you're never going to do a lot of damage if he's free to focus on you because of his silence. Rather than using your E and deploying R from right next to him, you might do more damage if he has to run a short way to get to you before he can Q. You'll probably need your E to flee after his "JUUUUUUUUUSTICE!" if his R is up and he deploys it while you're silenced.

If it's Garen vs Katarina, you can already basically kill her with the QE combo, and using W to block off most of her burst damage with her WR.

If it's Katarina vs Garen,.......wtf you went top Kat for?

Spam your Q until Garen is at half health, then farm safely with occasional Qs to keep his regen from working. Unless he gets overly aggressive and you can bait out his Q you should be roaming for kills, not focusing on killing Garen. Once you have enough magic pen to chunk him down easily with your Q you can worry about killing him whenever he leaves the safety of his tower.

And above all else make sure you upgrade your boots before he does.
