Masteries Question

OK in the masteries there are 2 point subjects (have no clue what they're called) named spell weaving and blade weaving their pretty straight forward but have a lot of exceptions like on twitch if you aa someone it gives you stacks on both cause of his passive is an ability but i was wondering if people like draven or kayle would get this buff because of their aa buffs or people like ziggs passive xerath passive or mao passive are good too (even though you should never go that route on those 3 champs)
