Well this little prick is gonna be on rotation this week meaning im gonna be seeing him in every other game. If im a melee champion, im screwed, if im playing jungle, i cant gank him, if i dont have a ranged skillshot to poke out the turrets, im screwed, and even if i do i lose a chunk of mana. i have no idea how to counterplay that.

-Heimer usually just pushes lane (he can't help it with his turrets up). So he is pretty open to ganks. It is pretty tough because his turrets prioritize who he hits. So it does take co-ordination with whoever is ganking to kill him without trading 1 for 1.
-You can just farm under turret. Force him to try and poke you with grenade + missiles, and when hes low mana go on him.
-His spells also have long cooldowns, you have to be able to poke in between.
-Both grenade + missles are also skill shots.
Just don't dive or go on him, while he has flash (or hourglass) available. He will just run around, blind you with grenades and have his turrets kill you. And you will just get frustrated and write a post about it later.
Play someone with AOE poke and a decent amount of sustain. Karma is my go to choice and she will be free as well. R+Q and aim it at his turrets. Other viable choices include:
Also Nunu jungle irritates Heimerdingers quite a bit too. Roam mid, ignore heim, take a full rotation of his spells, eat a turret to heal through the damage and carry on your merry way. Nunu can W his mid laner if applicable or just ping to go in on heimer. After 6 Nunu can repeat the process but instead ult to force a flash from Heim. If your mid laner farmed up a bit they can now kill Heim's turrets all on their own and keep Heim contained. Azir and Nunu work best together if you want synergy into the late game.
I probably missed a few, but these champions can destroy him(note the mirror match). Especially Veigar and Malzhar, as his turrets are just Free AP and Mana Sustain in their eyes.
The best is to take out all of his turrets 1 by 1 every time he try to put one. Another thing which is really efficient is to variate your pushing strengh as much as possible. If he's close to his tower and he start dropping his turret and suddenly you give up pushing your wave and force it back toward your tower, he will lose those turrets and need to rebuild is base again.
Since you complain about being a melee, you probably mean top heimer ? honestly, there is very few decent top heimer player. They tend to keep their full glass cannon build and will bring nothing to a teamfight, stay calm build tanky and you'll win later in teamfight.
Remember that Heimer can't really help but to send the wave of minions right back at you. In the worst case, just farm those quietly. You might be raging because he turrets make him safe to farm and near impossible to gank but farming right in front of his turrets his also quite as safe. Since it's out of his turrets, heimer can't do much then hitting you with a grenade if his jungler come to gank you. If you dodge it, it gonna be a 1v1 vs their jungler. So you're pretty safe yourself.
