Is Jungle Bard Viable Now?

With all the new items in the jungle, I'm starting to wonder if Balloon-Santa can finally skip and hop around the map, killing jungle monsters and leaving presents for all the good little Top and Mid-Laners.

Last I remember trying this, he had phenomenally slow camp-clearing and underwhelming gank potential. However, with items like Runeglaive, Cinderhulk and new Devourer, do you think he can build up potential in the jungle while roaming around and dropping shrines and portals? His ultimate also looks like it could be used to gank since its range is so long, but back then I didn't use it for that much and kind of regret it.

So what do you think? What role would you think he suits best if he can jungle? I was thinking of treating him as a tank and building to help his clear while he heals with shrines. Either that or building and tanky AP items since he already has a magic auto buff.
