Should I Buy Sejuani?
Well she's on sale and I have literally zero utility junglers, but I havent seen her very much since the cinderhulk adjusts a few patches ago. Should I buy her or should I keep my RP for Caitlyn?

Sej is still a good jungler despite the nerfs to Cinderhulk. Her ult alone can literally win you the game.

Cinderhulk right now is in a very similar place to where Juggernaut (The enchantment, not the champions) was before the update. Right now either Warrior or Devour just seem to be the better options. Cinderhulk is too slow and by the time you'd be "strong", the game would be over already.
You can buy her, but approach with caution. Lee, Jarvan, Warrior Rek'Sai, Kah'Six. They are all making a comeback because of nerfs to Cinderhulk and the buffst to Warrior, and will dominate the early game.
No. Her damage was nerfed making her bad for soloquene and her early game ganks are bad.:(
She's a great choice if you need to bring CC and tankiness to your team. Her ult is team-fight winning, and proper use of her frost passive gives a crazy amount of CC. She basically fills the same role as Nautilus (though no one plays him in the jungle anymore).
That depends...do you like completely shitting on people? If so, yes. But buy with IP, not RP. RP for skins.
