It really depends on a little more than just those, for example if you are under level with a good amount of health you want to stay longer to maintain your level pace. Also if you are ahead of your opponent in gold or level and you feel like engaging you should recall to buy items. I would recall when my minion wave is pushed to the enemy turret but would stay back and farm when their minion wave is pushed at my turret. And of course you are going to recall when you have low health unless you have life steal and can regenerate that health back.

Stay in lane as long as you can. Don't be too risky, but why back when you're 75% hp but can't buy anything worthwhile? If you're an ADC try to stay til atleast your first item such as cutlass for vayne or BF for most other ADCs

a) only if you are about to finish an item or buy something of super significant value should you back purely because of gold amount b) the enemy recalling should never be a reason to back, either you push to turret and back also or gank/invade knowing your opponent is at spawn c) at this time its recall/take turret/make a play d) nope. unless you are going to be killed staying you should defend the turret in 90% of situations e) back when you can predict a play that you need to back to increase chance of success. if you know the enemy jungler will be at the blue team blue at 7:04 then you should make sure you have some mana if your jungler wants to take the dragon at that same time
