To reitterate..this isn't 100% but it is working for some people. My guess for those of you that it did not work for; make sure that you try relogging as soon as it says you are position 1 (if you wait too long maybe the server puts you back at position 20,000+). All I'm saying is if nothing else is working its worth a shot.

I've tried get in since 7:05pm. Logins were disabled at that point. Not sure what time the Logins were enabled. But I've never gotten past 1 second.
Just now for kicks I tried the above at 11:55Pm. It worked first try. I've canceled and retried many times, but this is first time i've tried it immediately at 1 second and login immediately afterward.
Surprised it worked. This will have been the 2nd time i've had to do something odd and weird just to log in to riots game. :)

try opening and closing your client once you get in position 1, do this 37 times exactly. 100% confirmed.

I was certain that this was a ploy to get everyone to knock themselves out of the queue, for the OP's benefit. It actually worked.. Sounds like a software bug to me.

it worked for me. if u guys think he's trolling, wait until you've been stuck at 1 sec for 30mins before trying. cos by then, who cares.
Unfortunately I'm not sure if either of these are a 100% fix, but worth a shot if you're still having issues:
Try going to C:\Riot Games\League of Legends and running lol.launcher.admin.exe - if prompted to grant admin, hit "YES". Then let the queue drain down.
