Refund Tokens

I think that refund tokens should not be available until level 30, because too many times new players have wasted their tokens unknowingly the actual value of these tokens. When I was pre level 30 I spent mine on fiddle, Janna, and Caitlyn, and now that I've been playing this game for over a year I've realized refunding a champion is stupid and I wouldn't of done it later in my "LoL" experience. So for clarity for new players I think the option for them should arrive later in their career. I'm only saying this cause it happened to my friend but I told him not to use anymore until he buys a skin he doesn't want. -Thanks
