Tanky supports with poke and all in?

As stated on the title, I need a good support who can offer good poke and can all in when necessary. I would prefer 4800 or less, but I am willing to save up. I already have blitzcrank, Leona, and taric, but they do not have poke. I do not want thresh because the pulls can be harder to land. Nunu is good but doesn't have a good all in. Any recommendations?

go braum. hes long ditance slow and stun is a really annoying if you can land his shots. plus he is tanky and can shield

You can't have three of them. Nuh-uh. I'm serious. Well unless Rito wants to design another champion with an overloaded kit like Kalista's! I'm listing supports and you will know that you can only have two criteria - not three. (In random order)

Nami has good poke and while she doesn't have a melee all in like Leo but between her Ult, Bubble, and AA enhancing slow she can lock down targets really well.

Morgana might be considered 'all in' but at the same time you don't have to fully commit every time you land a snare. A snare + pool can be a good bit of poke to push the enemy out of lane at the same time a snare is a good all in especially with her ult.

Sona has good poke and her E (speed boost) along with her E power chord (enemy slow) are good engage pre-6, post-6 she has a large AoE stun.

Lulu has good poke with her Glitterlance (her Q aka Slow) but her Polymorph and her ult can help her all in/engage when necessary.

Janna has great poke without retaliation as well. You E (shield) yourself which gives you bonus AD and AA the enemy. It will proc your spellthief damage and your extra AD will make the poke more potent on top of having bonus MS from your W so that you can get in and out quickly and you're shield will block the retaliation.

Personally I feel like Nami is the best option, but pretty much any 'mage support' with CC will be able to do both. Janna is the second best imo. She doesn't do quite as much damage but she has good lock down and has a really nice AA buff that will help her win trades in an all in.

Gragas can work pretty well as a tanky support and has good all in. Good sustain too.

Braum or Thresh are probably your best choices.

Thank you for all of the suggestions, but I will stick with Janna until I can afford to buy lulu. I know neither are tanky, but I feel useless when my ADC does not want to engage and I don't want to commit to an all in when I can just poke safely from a distance. In order to poke as braum, you have to avoid the minions when you q, and it can be very obvious when you go up to poke. I also like Lulu and Janna because they can evade negative results of a tower dive and potentially pick up some kills for their team with no casualties involced. Thanks for the help everyone!
