I know this is a "it depends question," but I'd like to just go ahead and buy the most used Tier 3 runes in bulk now. What marks, glyphs, seals, and quints should I just go ahead and buy? I have these so far
Quint: +1.5% movement speed x 3 Mark: +1.7% attack speed x 9 Seal: +1 armor x 9 Glyph: +0.16 scaling magic resist x 9

Probably AP Quints + Magic Pen Marks for AP carry, either AD or Armor Pen marks + AD Quints for ADC, and Health Quints for support (though HP seals and Armor Quints are slightly more effective but you already have the armor seals).
Marks: Flat AD, Flat Magic Pent Seals: Scaling HP Glyphs: Scaling CDR, Flat CDR (x6), Flat MR, Scaling AP Quints: Flat AD, Armor Pen, Flat AP, Attack Speed
I have all 20 rune pages, but in addition to the ones you have I highly recommend these. Aside from the flat CDR where I specify only 6 the rest you should get the max amount. Ofcourse this will take time but you will find them to be useful as you work on them.

The only real basic, "must-have" left is flat AD Marks. The rest is pretty arguable or based on what champions you have and preference, so you can be fine not buying anything after those if you want.
"I'd like to just go ahead and buy the most used Tier 3 runes in bulk now." Like I was alluding to just above, this may not actually be for the best. Which runes to choose is pretty dependent on what champions and what you play and also your number of rune pages. Example: I have cooldown runes but that's because I play manaless casters sometimes. You could buy AP Quintessences like they suggested but that would be a waste of IP if you had a better choice in Quint or just don't play enough AP-scaling champions.
AD mark or quints. They are useful on both AD and AP for CS purposes. Mana regen seals (not glyphs) are also useful on a mid laner.
