Recently I've been playing champs like amumu, blitzcrank, malphite and basically anything else with a good cc ability. What I'd like to know is regardless of role, what are the best champs to play that can climb ELO fast. This is excluding how long it'd take to master the champ. Advice would be much appreciated.

That really depends on your playstyle and tier. If you want some recommendations, I can give you some of my preferred champions that suit your conditions.
ADC: Tristana, Jinx Mid: Varus, Orianna, Wukong Top: Gnar, Maokai, Trundle (Pillar OP) Support: Braum, Thresh, Morgana, Nautilus Jungle: Amumu, Vi, Diana (Pretty much any support champion will fit)
They all provide a good mixture of CC, damage, and utility
To climb elo fast you have to be much better than your opponents with your champ. You also want to have a fair teamfight capabilty and a kit allowing you to outplay your oponents (because that's how you get fed and you starts carrying)

wrecks bronze and silver elo.
