Is there a way to find out next weeks free rotation?
I swear, the 5th champ I brought in a row ends up being free for a while. I know its only a week but damn, I feel slightly duped

As far as I know, there isn't. The only consistent free week champion is the latest released champ is free 2 (or 3?) weeks after their initial release.
Buying a champ means you get to play it whenever you want. If you're buying champs just to test them, then you should wait for the free week unless you know you want to have them unlocked. It takes a little while if you want to play a specific champion, so the easiest thing to do is set a goal to play every champ, and play the free champs you haven't played every week.
The only thing I can think of is wait until Mondays before you buy a champ? The announcements tend to come out every Monday around noon.
