My favorite role tbh is Top. But my main problem is (being melee form) knowing when to harass and trade. Half the time if they harass, and i see minions i hesitate and don't even trade. and i know that loses lanes instantly. How do i shake it.

Play midlane for a while.
You'll notice that if and when the opponent uses their abilities on minions, that creates a lot of downtime where they can't use those abilities on you. This is how you win some of the more difficult match ups as, for example, Jax against Ryze. Wait for Ryze to use his Q or E on a minion, then immediately leap onto him and wail away.
