Help responding to harass in lane, or alternatively "When do I fight?"

I notice a lot of the time when I play in solo lane people are coming in at me super aggro, and most of the time I just don't seem to understand how to respond to it. For example if I'm playing melee top and I'm getting harassed by a ranged ability (Not even necessarily a ranged champion) how am I supposed to respond? If I try to just "Go in" I'm going to take a bunch of damage from minions regardless of whether or not they decide to stand and fight or retreat through the minion wave when they see me coming at them aren't I?

So basically with that mindset I just slowly get poked and poked and poked until I'm either forced to B or get all-in'd, anyone have advice?

Maybe you already do this, but for me a major differencein laning is when I started taking note of my minions and when they were low. By focussing on when I could CS and when the enemy was going to CS I could predict his movement, increase my CS, and predict minions' movement. I was too worried about the other champion.

Depends on your champion, their champion so many factors cuz diference in kit and scaling and sustain I sorta always sustain through heavy poke, and by the time I get fed up with em, I am at the point where I can easily duel the mtherfker ;l

Idk, I can't think of any general advice but if its AA bothering you then you have to stack armor and not die if you have a good rotation, you should be able to simply unleash it to out trade them

if its abilities, you gotta dodge them or something and engage when its on cooldown

Eh... idk not every champ has a means of dealing with it and not every poker is gonna be so easy to fight

if u can push them under tower its usually good because then they cant harass u if they gotta farm under tower or my favorite if im unsure of how to handle it is to buy sustain because i usually run lifesteal quints and it adds up pretty quickly
