Is it ever worth it to get both for the slows or is it overkill. (im thinking mainly for ap support sona)

No. They don't stack very efficiently.
I also wouldn't see much of a reason to get Rylia's on her. She has two damaging abilities. It's not reliable on her.
i would never buy either of those on sona.
this is my ftw sona build. plenty of CDR, AP, mana, and aoe supportyness.
