Ryze's new passive.

I like how Riot worded it perfectly to make absolutely sure that CDR never made the passive better than it already was. (aside from being able to proc it more often)

With the old passive, as you got more CDR, the one second per cast reduced the cooldown remaining of a skill by a larger percent. Since the time taken off per cast is based on Q's cooldown, and all of Ryze's skills are flat cooldowns (as in not reduced by leveling the skill, aside from the ult), the percent of cooldown that is reduced per cast stays the same at all times. For the entire game, Spell Flux will always have 57.14% of it's cooldown refunded, and Rune Prison will always have 28.57% of it's cooldown refunded.

Of course, this would make sense if Ryze didn't have passive cooldown reduction on his ultimate.

But he eventually gets 30% CDR with a max rank ult, so the passive working with any range of CDR doesn't really matter.
