You should go offense unless the matchup is difficult. It's superior for dueling and carrying than defense masteries. Defense masteries are superior for soaking damage in large fights or merely surviving lane (not winning it). Rumble is an AP carry and not necessarly a real tank.

Start Q generally; spam Q before minions spawn to slowly build up to 50+ heat. This'll help level 1. It's important for a Rumble player to know that your abilities don't draw minion aggro causing them to attack you, so you can slow burn your opponent with Q while staying in your wave, challenging your opponent to retaliate. Auto attacks on champions will cause the minions to attack you. And same for the enemy, so position in your wave and burn them with Q. Keep to your abilities when poking their hp, use auto attacks when going for the kill or enemy caster creeps aren't around.

You can start E in harder matchups and use it to get last hits from afar, kite the enemy and maybe poke a little.

When you caused your lane to push slowly with your Q you may have minion advantage in trades and a possible level advantage. Abuse these windows when you have this advantage. Just be careful with ganks and ward when you push.

When your opponent is pushing and their wave is bigger it naturally pushes to your tower. You can use E to safely CS if they're too strong to fight.

You need to be a little bit patient as rumble as your damage is overtime and starts out a bit low. However your damage scales super hard as you begin to max Q and manage your heat properly.

Ah I see. Thank you for the feed back. I will keep this in mind. Do you have any idea where I can learn more? Like from a Youtube video or watching the pros? Its just so I can study Rumble More. He's so difficult to learn. Like im having a hard time using his ult. And I dont really know what items to get so I kinda just use the recommended ones. but it feels like he's too weak.

Since you asked about builds I will direct you to http://www.probuilds.net/

I sometimes go there to get the exact details of runes/masteries/skill order that professional players use in their high elo solo queue games. I never see anything wrong with the builds there so I believe you can count on the trends you'll see

Rumble is quite a strong solo lane carry, well worth learning. He does have quite a bit of a learning curve compared to most champions

Honestly as rumble you act as an AP bruiser. I'm not sure what the exact item rush it is for Rumble in most matchups, but early game you have very good zoning against almost any melee top laner. You should abuse this and just bully lane for the first few levels, but get to know when you can and can't go in so that you don't end up getting killed by a massive power spike even though you had been winning lane the entire time.
