How to properly manage CDR

So a couple of my rune/mastery set ups give me 5% CDR to start the match (mostly when I'm supporting), which I compliment with CDR boots to hit 20% and follow up with one or two support items to cap out at 40%. My question is, at that point should I sell the boots so I can buy more support items for my team (because most of the support items give more CDR which at that point would be wasted) or is it better to simply build other items at that point (like item 3089 on ap supports or item 3075 on tanks)?

In my experience you don't need to prioritize CDR as much as you seem to be doing. That's not to say that CDR is bad, but that the opportunity cost of investing in CDR is that you could be purchasing more important/efficient items. Mobility boots tend to be a superior choice due to its efficiency and utility. Often times you won't have enough mana to fully utilize spamming more spells with 40% CDR. Since supports already have low income, I would not recommend selling and re-buying boots (on any champion/role really).

The CDR boots are really overkill on supports. You have so many items that build out of Forbidden Idol, Kindlegem, Fiendish Codex, and even Glaical Shroud that if you need the quick CDR, you can get one of those before your upgraded boots and not be behind.
